The Tata Trusts Menstrual Health and Hygiene (MHH) Programme is a comprehensive intervention addressing systemic barriers to safe, dignified menstrual health management across three districts in Uttar Pradesh - Bahraich, Shravasti, and Lucknow. Since its 2022 scale-up, the programme has engaged over 35,000 beneficiaries through five interconnected pillars: awareness generation and stigma reduction, product access and affordability, hygienic practices and waste management, capacity building among frontline workers, and male engagement and gender norm transformation. Implemented across diverse rural, semi-urban, and urban contexts with pronounced gender inequities, the programme recognizes that sustainable menstrual health improvements require simultaneous action across individual awareness, household dynamics, community norms, service systems, and policy environments. Outline India (OI), has served as the technical partner for this endline evaluation. Drawing on deep expertise in gender-focused research, sexual and reproductive health programming, and menstrual health evaluation, Outline India has designed and executed a comprehensive mixed-methods assessment including tool development, field team training, computer-assisted surveys across both districts, qualitative interviews and focus group discussions, data management and analysis, and generation of actionable evidence on programme effectiveness in advancing menstrual health and gender equity.
