Outline India designed and operationalised a Monitoring, Evaluation, Research, and Learning (MERL) Framework for DigiSwasthya Foundation's phygital telemedicine platform, spanning Uttar Pradesh, Bihar, and Maharashtra — building the full data-to-decision architecture from frontline ASHA/Health Sakhi data capture to system-level accountability. The assignment included a Theory of Change, Results Framework, SurveyCTO-based digital tools, data flow mapping, and capacity building for data-driven decision-making, aligned with ABDM and NHM policy frameworks.
